Somebody correct me if I'm wrong. The following are the answers to Sonix's question with their corresponding HPs:
DG - Dangerous Grip (780 - 815hp) D - Drift (740 - 780 hp) B - Balance (680 - 740 hp) G - Grip (640 - 680 hp) HG - High Grip (600 - 660 hp)
Dangerous Grip means that your car has very little grip on the road, letting your car slide of drift. The reason why this became dangerous is because, you can't really turn well. It's more on sliding.
Drift setting is pretty much the same as DG except that you have a bit more control on the car.
Balance - need I say more?
Grip setting allows you to turn tighter but doesn't let you slide or drift your car that much, allowing you to make your turns later than those on drift setting. (partly because of the lower HP)
High Grip is basically an improved Grip setting. Also the slowest of them all.

Yep. Usually, the machine records your last known settings on your card.

The ratings are not only for those fixed HP ratings, it's really based on how many blocks of power/handling you have over the other. Reason I can say this is that I've gone and gotten a few 600 HP/DG cards, which is possible because as I said, the rating is on handling blocks compared to power blocks.
DG, as mentioned above, is Dangerous Grip (very low grip levels). This indicates that there is 8+ tuning blocks of power more than your handling level. The lowest HP that can carry the /DG label is (generally speaking) 520 HP (aka. you went and put all power and no handling from stock).
D, for Drift, indicates that there is 3-7 blocks of power over handling. The lowest HP that can carry the /D label is (also generally speaking) 360 HP.
B, for Balance, indicates that the power and handling are 2 or less blocks apart from each other; it can be either handling or power that has more blocks, just so long as they are less than 3 blocks apart.
G, for Grip, indicates that there is 3-7 blocks of handling over power. Generally speaking, most drivers will not use this setting except on Hakone.
HG, for High Grip, indicates that there is 8+ tuning blocks of handling over the power rating. Top grip at maximum tune will always be 600 HP/HG.
The reason most players, when showing off the numbers their cars make, will always display /DG is because that's the only way to show off the total amount of tuning blocks on the car. The first 20 stages will give you a 600 HP/B car (10 blocks of power and 10 in handling), and after that point, other tuning blocks you acquire can be reassigned to whichever setting you so choose, thus allowing adjustments for a particular course. Assigning all those extra mobile blocks to power will increase the HP rating up by 20 HP/block until 800 HP/DG, where the final 2 blocks that can be acquired give, respectively, 10 and 5 HP, for a maximum total of 815 HP/DG on a maximum tuned car.
