I found a way to make neon lights that look somewhat close form the in-game ones....
First I apologize that my Photoshop is Chinese version, but the commands are pretty much the same, so yea lol....

Step1 - Create layers
So here is my GC8 psd image,
I first created a layer called "Neon tube" and another layer called "Neon light"
Both layers must have "transparent" back color~
To prevent layer overlapping, I put these 2 layers all the way to the bottom (I have a "BG" layer which is a black background. I put the neon layers above it so the BG wouldnt block the neon layers)

Step2 - Make a neon tube
We need to draw rectangles (with round edge)
Please refer to my pic attached...
***You need to hold down the mouse button for that
Change the forecolor to white,
Then just simply u make a tube from that

Step3 - rotate + change size
So we got our neon tube, now we need to rotate it and resize so it looks better~
Again please refer to the pics attached

You can use arrow keys to move the neon tube to a position that u want to place
Once you are finished, press the "tick" to confirm

Step 4 - Make a front neon tube
We got our side neon, now do the front neon
To reduce steps, I just copied the layer and renamed it as "neon tube front"
You can then resize/rotate, just like what we did on step 3

Step 5 - Make the neon light
So we got our tubes finished
now have some color on~
Activate the "Neon light" layer
Then use the brush

Choose the larger ones that has blur effect
and change the brush size to whatever u like (I did 170~180)

Then hit mouse left button ONCE, there goes the "light"

Final step, Save up ur work, and u should hv something like this:

So this is the end of this bloody long post, with bloody large pics(I use 1280x800 wide screen lol)

I get the whole idea of how to do this... but there's a language barrier.

Oh well, I still understand it.

I'll try this, when I get home.

All I have to do is do the same thing I did with "The Black R34" on my sig.

just a reminder guys, when you're doing your sigs keep the dimensions between 600X200, otherwise i'll have to go into your profile and delete em or resize them myself, depending if i'm feeling lazy on the day lol

i'm doing a sticker tutorial, ive finished the part on flames and lines, but im still thinking of the manufacturer sticker tutourial, I got no clue how to present that

ive noticed that the neon lights in the game are more blurry than the neon lights here in this tutorials so ive found a minor way to become more realistic than the first tutorial but i guess its still your own choice to use which way you would use.. i just put color to those neon tubes... here's the image
