This bug is unique to Yokohane. Just play 32 Outrun on Yokohane, and make sure you beat everyone as quickly as possible up to Tatsuya/Blackbird before the ramp that branches from Wangan Eastward to Yokohane upward (you'll know you got it right if you're headed upward; if you find yourself heading downward, the bug won't happen; best thing to do is to beat Tatsuya while still on Wangan). Then just stay behind Akio / the Devil Z far enough to see him, and wait till he stops (if necessary, make a hard turn while braking like I did in the video so you don't accidentally pass him); as you can see in the video, this point is after the Blue right-turn and the yellow flashing arrows, so they'll serve as landmarks.
This particular bug has been around since the original WMMT3, and still happened in DX, and now even in DX+.

it's not a bug. if it was they would have removed it.
the com has run out of yokohane to drive on, therefore he stops, it's as simple as that. it's called "yokohane 32 outrun", therefore you race only on yoko.
it also happens on wangan 32 outrun, it occurs after you complete a loop through yoko and return to wangan, at the end of the tunnel after the right turn, the opponent you are vsing stops immediately before the exit of the tunnel. when you pass them, if it's not the last one, the next opponent will be going the opposite direction back down wangan.
this occurs with any opponent provide you have the time to reach the point.

Tried that on Wangan back in WMMT3. It didn't happen. Maybe I'll check it again in DX+
