Yeah, I like the idea. Whether with gameplay elements integrated or just for aesthetic purposes, I always thought that rain would be a cool addition.

I say yes. Keep in mind, it would be an OPTION, meaning you could choose it or not. If you don't like it, don't choose it. It's that simple.
And to the people saying it would be too much like Initial D, who the f**k cares? Why would that matter, anyway???

The cars are slipping around in the normal weather condition. Maybe it will be drift til you see the tires in your car when you race in the rain.

if it's just for looks , wouldn't mind , but if it made your car slip and drift more than it should , it would be really annoying .

Well, FYI, I am pretty sure the C1 area does not get hit by snow.

It would bring back usage of 600HP/HG range again since you only use that range while tuning up your car, but having a rain mode isnt logical.
Besides, references were made, not sure about manga but in anime as well, that the high power that Kitami's Z from his track days (or any high powered cars) would backfire against the driver, causing them to spin out/crash.
