I found episode 15 the very day it came out on Share, and have it uploaded to Sendspace. However, I have been lurking Share a LOT since then and episode 16 just is not there. No one has uploaded it yet. As soon as it shows up, I'll have it uploaded to sendspace and torrented. But it's just not there.
Which is also why you don't see anyone else releasing a torrent for them. Share really is the way to go if you know Japanese and want to beat people by a few hours, hahaha.

Oh, and episode 16 hit Share, so I'm now uploading 15-16 to Mcfly's server, and am seeding a torrent for it. The first post has been updated to include the torrent link, and the direct downloads will be updated as soon as they're done uploading.
Episodes finished uploading, now just gotta wait for Mcfly to convert them to links. He seems to be revamping the server layout somewhat.

I don't want sound rude or something. But at least someone upload the episodes through mediafire? (I hate the "Sorry, the free service is at full capacity." thing) and it's being 2 days now, and I can't download it. Thanks in advance.

when mcfly's server is back up and running that will be the place to get it from. it made me wish that i put all of fly's videos on my share acct before it went down to have a back up of it elsewhere.

episode 16 is still available for download but 15 seems to have a broken link atm, would appreciate your efforts if anybody could posted it up somewhere

Apparently, my torrent got deleted from DATorrents. I have re-uploaded it and corrected the torrent link in the first post. However, I once again confirm that both SendSpace links are active and do work.

Okay, check it. The R-200 club was the first to break 200 MPH. Thus the name. They're a group of old tuners who have been all but retired as of late. That is, until they hear that there are a bunch of "half-ass" tuners who think they can break their record out there. Then they get active again, vowing to take down the idiots who dare to tread on their historic path.
The guy with the computer in episodes 15/16 is a master ECU tuner. The BlackBird was easy; he just sat in the car, hooked up, and tuned on the fly with Kitami. But the Devil Z has a carburetor, not an ECU... and Akio told him straight-up that he doesn't want the car converted to electronic ignition and fuel delivery. Nor does he want the "power" to change. At first, I figured that would mean that he'd give up.
But in episode 16, he comes back with a shitload of sensors and logging equipment. He has Akio run around the Shuto expressway, all the while logging all the information he can so he can use it to manually tune the Z's old engine. While analyzing the data he got, they found that the "power" Akio was talking about wasn't necessarily the horsepower, but was actually the torque delivery. So expect the Devil Z to get a significant output boost in the next episode or so.
Also in episode 16, the R-200 club set up an ambush for Akio, Reina and Tatsuya. Which succeeds... except that they can't keep up. At all. And get owned. After that they collectively decide to retire for good. All except Kuroki, who removes the sticker from his car because he doesn't agree with their ideas. For them, tuning is all about fulfulling the needs of the customer. But for Kuroki, tuning is more than that. It's getting every last ounce out of the car, getting better on the course of the street. So he leaves.

That's news to me, and would mean my fanfic (link in signature) had gone off-cannon with regards to the R200 Club (because that fanfic's supposed to take place a year after the "present time" for the Wangan Midnight story).

Yep. At the end of episode 16, the psuedo-leader of the R200 club says that they're giving up and going back to being normal mechanics and such. But Kuroki decides that if that's what the R200 club has become, then he'll no longer be a part of it.
