Im going to agree here. Everything BESIDES Neon underglows affect the car. In every aspect of the car, including wing, body kit, rims, sticker and color all matter in this game. Pink is the best color for the Evo 8 in general, where as red is suppose to be the best color for the Evo 9. Everything (besides underglows once again) matter in this game. If your skilled enough, you will notice the differences in handling, acceleration, and top speed.
I own a bunch of cards and each one handles differently as well as acceleration handing and overall top speed when used with different dress ups. After that, it just matters on the person's skill level to notice any subtle differences.
