Dress up affects appearance, not performance so when people change aero sets, they think they're really changing the accel, handling etc. But in reality, all they're really doing is changing the aero sets to the width and height of their liking. In other words, changing the size of their car that they feel most comfortable with.
I experimented this myself using my R32 on Wangan, the difference was only xx miliseconds apart cause I wouldn't stick as close to the wall with aero set a cause the aero set was larger than what i usually use.
But if that tiny amount of milliseconds mean that much to you, by all means- change it. In all seriousness, the car is only as good as the driver who is driving it. I hear enough idiots on the FAQ section asking what's the best car for ____.

You can always choose not to believe it, it's up to you. Namco has already lied about titles, so one more little thing isn't much.
From my personal experience, the Rays 57F I used on my RX-8 made the originally too-grip vehicle to drift a bit more, and the carbon bonet (no duct) DOES make my RX-8 even more vulnerable to ramming attacks from EVO VIII/IX (Christ even an EVO IX rammed me to a wall dang easily)
My friends own a Impreza WRX STi (GDB-C) which is well known for being dang light and thus dang vulnerable to ramming. He first used a carbon bonet with ducts and raced with my RX-8, which I rammed him to death. Then later, with the carbon bonet replaced by the original one, he CAN defend himself from an EVO VIII's ramming attack, quite well. (The same goes with my RX-8 which also swapped the bonet back)
To be honest, I'm suspecting that someone is setting up this thread just to start a massive flame war, and is somewhat succesful in doing it.

i think THEY dont even know themselves. i drive an S30 and i switched from aero a to c cause i got tired and i felt a big difference in turns, my aero mirrors were gone, so was my stock wing, and top that i also changed my rims. i felt a big difference on turns, expecially that i only play on osaka i know the course by heart, when to shift down, when to turn, and after i put the changes i lost my perfection. i put evrything back i felt the difference again. im sure dress up makes a difference

I guess when you think logically, Games these days are made to be as real as possible (in comparison to the real world).
So just say i bought a stock CT9A, then threw on a Carbon Fiber Hood, Some Enkei Forged Rims, An Aerodynamic body-kit and a Lightweight Carbon Fiber Spoiler. I guarantee you the car would perform a lot better/faster and weigh a whole lot less.
Lot of peoples issues are mind over matter, They read stuff like this and think oh cool i go faster and perform better with an Aero Kit B over an Aero Kit C, Then mentally think it's better while completely ruling out logistics and in-game mechanics.
I guess the only valid answer is that of which Namco themselves, Publicly announces in regards to DUP.
