As long as you don't sell it, it's fine. The term "Back-up" which you would of heard of. Pretty much backing up an original.. same with ROMs etc. But if you don't own the game it's not a backup, but still not illegal.

they are for the first 2 versions of psp fat and slim use pandora battery.

That's not a smart thing to do. You're better off downloading it, reason is the store will start to be interested in you if you do it all the time.
