A friend of mine got that too with an Evo 8 on Outrun (Wangan; forgot what level, rated "Vanquished").

Got it after winning Chapter 181 Story Mode right after transferring to DX from the old WMMT3

Details in case it might help determine title criteria:
Car: Toyota HiAce, Green (original color), FT, shaded in WMMT3 (one loop only), B7, Level 9 Ghost, did not attempt Outrun yet, no TA Records.
Dressup: Namco Sticker, GT Straight Wing, Aero Set B, Texan Shotgun Rims, Carbon Hood with Duct, Aero Mirrors

Couple of other titles I obtained in DX that I forgot to mention:

Fastest Other Car - obtained by finishing Story Mode unshaded with a Corolla
Fastest Ladybug - obtained by finishing Story Mode unshaded with an R2
The wolf of the Station - I got this after finishing Story Mode unshaded with a HiAce (not really sure if that's the one for it; also saw that title on a HiAce from the old WMMT3 that I confirmed is unshaded).

You get "Black and White pursuit vehicle" by having your car black and beating a white coloured car in ghost mode OR having your car white and beating a black coloured car in ghost mode.

HUH? you mean, when you shade in story and in the next loop you start, you're unshaded? if so, then yes. just read the DX faq mate.
