It's assonance with partial alliteration. It also has the element of being a metaphor for a 'grey area'. You'll find the answer is clearer if you match it to the techniques outlined in your text books or notes because this has a few too many elements from year 9 poetry. For year 12 i'd expect the answer to be Oxymoron maybe since 'murky' implies uncertainty but 'moral' is an absolute word representing what is right, not what is half right. But in the spirit of offering help and not doing IB or schooling in nz at all... I'd go with

The language technique used is the "Metaphor". 'Murky Moral Ground' refers to a 'grey area' or a moral ground that is clouded and debatable since the word 'murky' is used in conjuction with 'moral ground'.
