They are fully tuned, and dressed up until Purple neon. Plus, you don;t even need to put in 16 coins ( cuz he will rename for you ). FYI, in 1 Utama, making a new card costs 16 coins and each game costs 4 coins. You can negotiate with him though. RX-8 is RM20. Still you can negotiate with him.
