In mt4, the data is stored on a server.
In mt1 - 3dx+, the data is stored on the card

As someone who has used a phone instead of a BanaPassport card-
You're half-right. An NFC phone will stand in for a card and can be used with a Namco account. However, the phone gets its own access code, and can't be linked to a separate BanaPassport card.

At Level 90 and above, every dress-up unlock made would go to the colors. Meaning you would be able to change the color of your car on every level up past 90. Feel free to correct me on this though, cause I'm not sure about how the color change works, only that the color unlocks are at level 90 above.

That, sir, is incorrect. Every time you RENEW (60 plays), you unlock and may change to a new color.
Edit: Whoops. Sorry, my mistake, you are right. I thought this was the Ask Anything thread, not the MT4 one.

On linking a phone to a Namco account-
You can do it at the Wangan Terminal- tap your phone on it, touch "Register Now" when prompted, and tap your phone on the terminal again. This time you'll get a web address which will walk you through the registration procedure (linking phone to account) on your phone. And write down the last 20 letters/numbers of the address too- that's your access code and you can use that as if it was a regular BanaPassport.
And no, you can't link a card and phone to the same account, but you can migrate a card to a phone.
