If he burns a lot and is swerving violently to keep you in check, then try to make his momentum bring his own self into the wall. It can be done by making the nose of your car hit the side of the blocker's car (making the blocker "slide" by your car and hit the wall while your car won't lose much speed), or if you can time it right, slowing down a bit can do the trick too. He'd get into the wall, hit a car or simply lose speed giving you the opportunity to take the lead.
If he's playing clean but blocks your car to keep his lead, then try not to get pinned to a wall or a truck or something. Keep a bit of a gap so that you won't get blocked or something, then dive into the inside once a corner comes. Keep going through if he ever retaliates - trying to block while passing through the inside will just send you into the wall.
Pardon me if it's a bit too technical, but I already got these situations simulated in my mind because of battle experience. Thing is though, it will take some practice to get the hang of it. Sometimes the said tactics won't work, so if you're caught in a fierce fight for a position, just keep doing it and make sure that you won't get slammed into something hard. After all, boost-on battles require constant tactical play that mostly involves contact with other cars.
